Sector: Agriculture and Allied
Abhijit is a Consultant at the Vision Management Unit and has been involved in drafting and preparation of Sector paper on Agriculture and Allied Sectors and Food Processing for Andhra Pradesh Vision 2029 project. He has also worked on the preparation of Outcome Budget 2017 for the state and currently is working on modernization of Rythu Bazars (Farmers' Markets) in Andhra Pradesh.
Abhijit holds a PGD in Agri Warehousing & Supply Chain Management from National Institute of Agricultural Extension Management (MANAGE), Hyderabad and a B.Sc. (Agri) from the Assam Agricultural University. He has worked for more than 10 years in the domain of Government Consulting, Agri & Micro Finance, Agri Warehousing and Commodity Procurement.
Sector : Social Development | Technology and Innovation
Alen is a Senior Associate at VMU. He leads Social Development and Technology & Innovation sectors. Over the past two years, he has designed strategies and action plans to foster adoption and development of emerging technologies, developed initiatives to connect micro and small entrepreneurs to market, and reviewed the strategies and action plans for social development under the Vision 2029 framework.
He is the lead author of Millennium Development Goals 2015 Report and Sustainable Development Goals 2017 Report of the State Government. Currently, he is leading the efforts to develop an SDG-aligned development strategy for the State Government, identify key emerging technologies to promote in the State and design strategies for the same, and estimate the Multidimensional Poverty Index for the State.
He was a member of the Indian delegation, representing the Government of Andhra Pradesh, led by Dr. Arvind Panagariya (then Vice Chairman, NITI Aayog) to the High-Level Political Forum on Sustainable Development, convened under the auspices of the United Nations Economic and Social Council, at the UN Headquarters, New York, in July 2017.Alen holds a bachelor’s degree in Electronics and Communication Engineering from Mahatma Gandhi University and a master’s degree in Public Policy and Governance from Tata Institute of Social Sciences.
Ambarish Ambuj - Consultant
Ambarish is a Consultant at the Vision Management Unit and works in the areas of education, skill development and health with one of the key projects being evaluation of schemes in these areas in collaboration with UNICEF.
Prior to joining VMU, he has done PGP in Management from Indian School of Business with dual specializations in Strategy and Finance. He also holds a B. Tech. degree in Mechanical Engineering from IIT Roorkee and has worked for 5 years with Tata Steel.
Andrew Jefferson - Associate
Sector: Urban Development | Sports
Andrew Jefferson is an Associate at VMU and works with Urban Development and Infrastructure sectors. As part of urban development sector, he is involved in the studies of Andhra Pradesh Cities titled “Andhra Pradesh Sustainable Cities Index” and Modal Share of Public Transport in Andhra Pradesh Cities.
His areas of expertise are in public utility provisioning and regulations, land conflicts, institutions and sustainability. He holds Master’s degree in Development Studies from Tata Institute of Social Sciences and Bachelors degree in English Literature from Madras Christian College.
Arushi Sood - Consultant
Sector: Governance | Services
Arushi holds two positions of responsibility at the VMU. The first is as Member of the Governance team, where she looks after Economy and Public Finance. The second is as Lead for the Services sector, where she looks at planning and strategizing for growth in the sector. She has been involved in the Governance Lab, ushering State action for supporting cashless transactions post Demonetization, and preparation of the State Outcome Budget 2017-18. She was part of the team that drew up recommendations for the first presentation to the Special Task Force on Services in Jun’17. She is also working on Public Expenditure Efficiency Management.
She has previously worked with EY and as an Independent Financial Consultant in New Delhi. She holds an MBA (specialization in Strategy) from the Indian School of Business and is a Chartered Accountant.
Bhaskar Somayaji - Consultant
Bhaskar Somayaji is a member of the Data Analytics team at VMU. His key task is to help build a Monitoring and Evaluation framework for the performance of various departments in the state on the KPIs defined in the Vision 2029. His engagements include providing analytical support for other teams across sectors in VMU in computing indices like MPI, GCI for the state of Andhra Pradesh. He also works on creating a common repository of shared data sets and reports coordinating with various other departments including Department of Economics and Statistics.
Bhaskar holds a Post Graduate degree in Management from the Indian School of Business in Information Systems and Finance and a Masters degree in Mathematics from BITS - Pilani. He has worked extensively in Product Development and Technology consulting working across sectors like Technology, Insurance, and Communications and has extensively worked on various enterprise level applications and data analytics platforms and tools.
Jaswant Mallik - Associate
Sector: Health and Wellbeing
Jaswant is an Associate in the Health and Education vertical of the Vision Management Unit. Presently, he is working on a project to review the performance of selected government schemes in the sectors of Health, Nutrition, Education and Sanitation in partnership with UNICEF. His previous engagements in the Unit include the preparation of a progress report for the state of Andhra Pradesh on health and nutrition indicators of Vision 2029 and benchmarking the above against the best performing states in India. He also has collaborated on a study to evaluate the training outcomes of the polytechnic institutes in the state.
Jaswant is a B.SC. (H) Mathematics graduate from Kirorimal College, Delhi University and has recently completed his Master’s in Public Policy and Governance from Tata Institute of Social Sciences.
Jyotsna Joshi - Senior Associate
Sector: Infrastructure | Energy and Investments
Jyotsna is a Senior Associate at the Vision Management Unit and handles sectors of Industry, Infrastructure and Energy. She has led the Global Competitiveness Index study for the state of Andhra Pradesh for years 2015-16 and 2017-18. As a part of her sectoral responsibilities, she has been part of the assignments involving developing a proposal for the Coastal Economic & Employment Zones, and Economic Cities in Andhra Pradesh. She has been a facilitator of the Retail LABS in February 2016 which were instrumental in designing initiatives like setting up of Retail Parks in select cities and towns of the state based on their consumption patterns. She also facilitated the Urban Development- Housing Labs in August 2016 which led way to draft formation on the Housing Policy of the State.
Her current assignments involve developing strategies for technology upgradation and fostering innovation in the state that aim at meeting the Vision 2029 targets of GVA addition and employment generation
Jyotsna holds a Master’s degree in Public Policy and Governance from Tata Institute of Social Sciences and B.Tech degree in Electronics & Communication from Uttar Pradesh Technical University.
Namrata Borthakur - Senior Associate
Sector : Water Resources | Urban Development
Namrata is a Senior Associate in Vision Management Unit and handles the Water Resources and Urban Development Sector. She is involved in global index studies which aim to benchmark the state of Andhra Pradesh with other countries on futuristic indicators of Water Productivity as part of the Water Resources Sector, and Sustainable Cities Index as part of the Urban Development team. Her additional assignments are on SDGs related to water resources and urbanization, best practices compilation, data analysis in the form of departmental reviews and sector KPIs, preparation of policy briefs and research proposals, and monitoring and evaluation of the sectors. She was the co-facilitator in the Education Labs and Urban Development Labs.
Namrata has completed her post-graduation from Tata Institute of Social Sciences, specializing in Public Policy and Governance. Prior to this, she graduated from Lady Shri Ram College, Delhi with majors in Political Science. Her training in political science and policy studies has fortified her analytical understanding on a whole range of issues.
Rajatha Prabhakar - Consultant
Sector: Urban Development
As a consultant at VMU, she has been handling projects in Urban Development & Infrastructure . She is involved in preparation of Sustainability City Index for the state of Andhra Pradesh, a pitch for establishing economic cities in the state, based on product specialization, a compendium with recommendations for increasing GVA of construction sector and an exercise to establish base line data for public transport . She has also worked on Vision 2029 KPIs, research and reports.
Rajatha has previously worked as a Program lead at B.PAC (Bangalore Political Action Committee), a not-for-profit civic advocacy firm and as an Analyst at Goldman Sachs India. She holds a PGP in Public Policy and Management from Indian Institute of Management, Bangalore, and a degree in commerce from Christ University.
Sasi Kumar - Consultant
Sector: Industries and MSME
Sasi is a Consultant at the Vision Management Unit and takes care of the Industries and MSME Sector in the team. He is currently working on a strategy to promote Low Skill – Labour Intensive Manufacturing like Apparel, Footwear, Food Processing, Light Electronics and imitation jewellery in the state.
Prior to the Vision team, Sasi has 9 years of work experience in Government consulting and Industry experience in Infrastructure. He has worked with EY for 2 years on MSME Cluster Development, Ease of doing business; with PwC for 2 years on feasibility studies for large infrastructure projects; Sector development promotion and Industry experience with GMR Infrastructure limited for 4 years on a National Highway project. Sasi holds an MBA from Adani Institute of Infrastructure Management, Ahmedabad and a B.Tech Civil Engineering from Vellore Institute of Technology.
Sheetal Ghainder - Consultant
Sector | Social Development and Knowledge Management
Sheetal is a Consultant at the Vision Management Unit and is currently working on multiple assignments within the team. Her assignments include launching a Forum for Leadership and Governance for Andhra Pradesh (a knowledge platform for the Leaders from around the globe to come and initiate discussions around Governance, Socio Economics and other subjects); draft of the Women Workforce Participation Policy; Social Protection Scheme; Gender based studies; and proposal for Building and Construction Authority (BCA) in the state. She has been a part of the team computing and releasing the Happiness Index for Andhra Pradesh in May 2016.
Sheetal holds a Law Degree from Lloyds Law College with area of research in Women and Child Law, Executive MBA from IMT Ghaziabad and a B.com Hons Degree from Delhi University. She has previously worked in Ernst and Young and Bank of America.
Shweta Yadav - Associate
Sector: Social Development
Shweta is an Associate and a member of the Social Development team at the Vision Management Unit. She looks into aspects pertaining to poverty and inequality with specific focus on vulnerable social groups. She joined the team during May 2017 and is currently involved in developing an SDG-aligned development strategy for the State Government.
Shweta completed her Bachelor’s degree in Economics from Lady Shri Ram College for Women, Delhi University. She also holds a postgraduate degree in Development Studies from Tata Institute of Social Sciences.
Soumya Guha - Associate
Soumya is an Associate at the Vision Management Unit as a member of the Data Analytics team. His engagements include the construction and computation of the Multi-Dimensional Poverty Index (MPI) for Andhra Pradesh, the review of the vision 2029 indicators and the designing of a proposed VMU Household survey -apart from other cross sectoral collaborations and assistance.
He holds a Master's degree in Development Studies from Tata Institute of Social Sciences and a Bachelor's degree in Economics from Symbiosis International University. Apart from data driven evidence based policy making, he harbors a keen interest in the behavioral peculiarities of economic theory and policy in action.
Chief Secretary’s Office
Subrata is a consultant to the state Vision Management Unit and is currently deputed to the office of the Chief Secrtary, Government of Andhra Pradesh. In his current role, Subrata is responsible for coordinating tasks with line departments and providing analytical support and strategic recommendations on key state issues and socio-economic parameters.
Prior to moving to the CS office, Subrata has been involved in the Social and Human Development sector. A few of his projects while at VMU have been development of monitoring system for Chief Minister’s Assurance based programme called “Samaja Vikasam” and “Kutumba Vikasam”, integration of United Nation’s Global Agenda 2030 of Sustainable Development Goals into state planning and budgeting process and an Outcome based Monitoring and Budgeting framework.Subrata holds a Post Graduate in Public Policy and Management (PGPPM) from Indian Institute of Management, Bangalore (IIM-B). He has more than 10 years of diversified experience in development sector and has worked extensively in bilateral poverty alleviation projects, rural development, inclusive finance and impact investments, social security and protections, livelihoods promotions, project management, community institutions and capacity building.
Sulmeet is a Consultant at the Vision Management Unit and works in Industry, MSME and Retail sectors in the team. She is currently involved in developing a strategy to identify and promote handicrafts and other Made in AP products toward capturing a domestic and global market from the state.
Prior to VMU, she has founded Women’s apparel private label “From the Ramp” focused at generating sustainable employment opportunities for low skilled labor, especially for women in apparel manufacturing sector. She holds a PGP in Management from the Indian School of Business, majoring in Marketing and Public Policy, and a B.Tech. in Instrumentation and Control Engineering from Dr. B.R. Ambedkar National Institute of Technology.
Tejaswi Pucha - Consultant
Chief Minister’s Office
Tejaswi is a Consultant with Vision Management Unit and works at Chief Minister’s Office. He has been involved in strategic policy interventions and regulations across sectors. He works in the areas of Investments and Infrastructure, Energy, Industries and Commerce, Services sector, Tourism, Capital Region, Ease of doing business reforms, People’s First reforms among other. He is involved in grounding the investments, drafting strategic reports on CEZ, Service Sector, Air Connectivity issues, draft policy on Electric Vehicles, Infrastructure projects etc.
Tejaswi is a Post Graduate in Public Policy & Management from IIM Bangalore, Executive MBA in Power Management from UPES, Dehradun and B. Tech Electrical Engineering from NIT Warangal. He also holds certification in Project Management from IPMC Noida. Prior to this, he worked as Deputy Executive Engineer at NLC India Limited (a Navratna PSU) in the fields of Mining, Grid management & Power generation Infrastructure for a period of 4.5 years.
Tulika Avni Sinha - Consultant
Sector : Governance | Technology
Avni is a Consultant at the Vision Management Unit under the domains of Governance and Technology. She has led the design and concept note of the Institute of Sustainable Development and Governance that is now set to launch as a National Policy Think Tank and Implementation Support unit. She has also led the design of a Monitoring & Evaluation Framework for all state departments and districts and now coordinates analysis of monthly data to be presented at review meetings and conferences. She has been a part of the Governance LABS as the lead for Public Service Delivery workstream and also a part of the team to propose recommendations for encouraging cashless transactions post demonetization in the state. Avni has led the recruitment of the Unit for 2016 and also assists with the team structure and resource allocation for sectors.
Currently she is involved with the EGDI index study for the state and the implementation of ISDG. She holds an MBA from ISB and has previously initiated and owned a service aggregation venture.
Varshini Kodandapani - Consultant
As a Communications Expert at the Vision Management Unit, Varshini streamlines messaging, assists with media relations and outreach, brings out publications, and maintains the organization’s global digital presence through Sunrise Andhra Pradesh Vision 2029’s website and social media profiles. She collaborates with VMU staff, key stakeholder departments, media, researchers, as well as the AP CMO to ensure that VMU’s web and media presence reflect the mission of the organization and its powerful research contributions from the field.
Formerly, Varshini had written for TNIE. She holds a Masters’ in print, broadcast and new media from Sri Sri Centre for Media Studies and a Bachelor’s degree in Mass Communications, Political Science, and English Literature from St. Francis College, Osmania University.
Vinay Kore - Associate
Sector: Technology and Innovation
Vinay is an Associate at the Vision Management Unit and is a part of the team that works in identifying Technologies & Innovations for better governance in the state. He is currently working on developing strategies and action plans that would foster innovation and technology led growth in Andhra Pradesh.
Earlier, Vinay has worked as a software engineer for three years. He holds a Post-Graduate Diploma in Energy Management from University of Hyderabad and also a Master’s degree in Rural Development and Governance from Tata Institute of Social Sciences.
