From financial year 2017-18, the Union Government of India has changed the form and method of preparation of the annual Budget document.
Aligning itself with the Centre, the Government of Andhra Pradesh has prepared the State Outcome budget 2017-18, available in Volume VII/1 of the Annual Plan document. The State Outcome budget brings in synchronization among State goals, strategies, allocations and outcomes. It links annual budget expenditures with measurable physical targets. The budget does away with Plan and Non-plan classification of receipts and expenditures and contains only two classifications, that of Revenue & Capital nature items.
The outcome budget may be seen as an instrument for efficient public expenditure management. It is a good governance initiative that the public can use as a ‘performance report card’ of the government.
