NITI Aayog

Andhra Pradesh is evolving as a role model for other states, especially in the area of monitoring, evaluation, and reporting of government performance. The VMU hosted a meeting with senior officers from NITI Aayog in June 2017 to share the former’s best practices in these areas. VMU was later invited to NITI Aayog for discussions on implementing a monitoring framework for other states.

On the SDG front, VMU is collaborating with NITI Aayog and UN India in hosting a national seminar on SDG, with participation from all states. The seminar will showcase the progress achieved by the State so far in the journey towards achieving SDG.


UNICEF

To assess our progress towards the aim of transforming the state into a ‘Happy, Inclusive and Globally Competitive Society’, a number of performance indicators have been defined and are being monitored. Education, health, nutrition and sanitation have been identified as the pillars towards achieving the social development goals. Hence, an independent review of processes, outputs and outcomes has been proposed in partnership with UNICEF.

The scope of the review is selected schemes in the sectors of Health, Nutrition, Sanitation, and Education on following four aspects:
  • 1. Agriculture-Post Harvest Processing & Value Chain
  • 1. Targeting – to understand whether the benefits are reaching the intended beneficiaries. If not, what are the problems being faced by the targeted beneficiaries
  • 2. Design and Delivery – to assess whether the delivery method specified in the scheme is properly followed in the field
  • 3. Reporting – to assess the quality of reporting from the field and the flow of information in the system
  • 4. Concurrent Evaluation – to assess the present status of programmes / schemes covering criteria like relevance, effectiveness, efficiency, sustainability and impact

WEF

World Economic Forum had entered into an MOU with GoAP for computing the competitiveness of the state amidst its global contemporaries. WEF specializes in the methodology of this unique of its kind index which gauges the productivity of any economy vis-a-vis its institutions, infrastructure, economic structure, labour regulations, financial institutions, innovation, social development indicators etc. With Global Competitiveness Index and rankings of the listed nations computed by WEF each year, AP became 141st economy in the world and first in India (at sub-national level) for having conducted this survey. In the first year of the survey select employees of GoAP were trained by WEF in the research methodology for GCI that includes data collection, data entry, data computation and analysis, and report writing.


PEMANDU

The Government of Andhra Pradesh (GoAP) signed an agreement with the Performance Management and Delivery Unit (PEMANDU), established under the Prime Minister’s Office, Malaysia on 15th December 2015, to assist GoAP in delivering big and sustainable results in some of Andhra Pradesh’s priority areas.


NUS

The National University of Singapore (NUS) and Government of Andhra Pradesh (GoAP) have entered into a Memorandum of Understanding (MoU) to collaborate on three aspects of governance, i.e. Strengthening Knowledge and Practices of Governance and Public Administration, Independent Audit of Real Time Monitoring System and Key Performance Indicators and Master Plan on Ease of Doing Business in Andhra Pradesh.


IIM Ahmedabad

To effectively operationalize the Vision 2029, Sector Papers on 12 key sectors of the economy, detailing essential outcomes, defined measures and associated actions for each sector have been formulated by E&Y. These Sector Papers elaborate upon the issues and targeted solutions for each sector considered.


ISB

To seek suggestions and comments on Draft Sector Papers formulated by EY, consultations (over the course of 3 days) were conducted at the Indian School of Business campus, wherein government officials, subject experts, academicians and industry representatives were invited to share comments on intervention in terms of policy reforms, possible revisions to strategies suggested, capacity building initiatives required before roll-out of initiatives etc.

TERI

Government of Andhra Pradesh in Collaboration with The Energy and Resources Institute (TERI), New Delhi has come up with state level estimation of Greenhouse Gas Emissions(GHG) (GHGs) in order to develop strategies for GHG mitigation. The study also includes, Policies, plans and actions for Climate Change Mitigation and Adaptation.

TERI has the distinction of being one of the first developing country institutions to launch research activities in the area of climate change, as early as 1988, and has a dedicated research group on the subject. In the field of global climate change, TERI has been actively engaged in preparing GHG (greenhouse gas) inventories, analysing mitigation options, assessing the impact of climate change, examining national and international policy, and helping build capacity among government, industry, and civil society to address global environmental issues.
